Wouldn't I still need SMTP Relays with this software?

If any of you know of any good methods for bulk emailing, please share, I will also pay for a good solution. I've tried namecheap and hostgator, had a bulk emailing software that didn't go over their per/hour limit and still got accounts suspended. Thanks!
