In terms of trouble with your Uni you should be fine. Mostly they only crack down on illegal file sharing. My Uni bans internet access to your device if illegal file sharing traffic is found.

Run through Handbrake with the standard "vine" settings, throw it into Vine with iExplorer (only if you are running vine 1.3 will this work) and you should be good. Make sure they are 480x480 or they will get removed instantly. Also try to stay under 6 seconds.

Fiverr has a lot of gigs for Vine followers. The one that I use costs about 1$ per 1,000 followers.

I found the same after spending time on Google, as others have posted it is a scam, do not use this "bot".
