I actually found a list by title/profession on google . I will find again the link later. It's like 6k email address in US by title/ profession and it costs 200 to 300+ USD. it's really expensive.

I have 10k email address list plus full name . I built it for 2 years. And i think the 10% is inactive. I got it from going the websites manually and copy paste email address. These are targeted 6k from linkedin and 4k on search engines.
