If you search for "verification video" on porn tubes, such as Pornhub or Xvideos, there are a ton of uploaded "verification videos" for anyone to watch, which gets me thinking: are these videos made public or private by default? If the latter, then why are all of these videos showing up in search?

I guess we can't really make generalizations. In some cases, YT doesn't care and maintains your other channels. In others, it will purge any existing and future channel you create that it can correlate with personal identifiers. Your banned channel reached the 3 strikes, or was it just banned...

Not that simple. YT is owned by Google. Google tracks many types of identifiers other than IP address. It tracks the phone numbers you use to verify the Gmail account, browser configurations, hardware information (CPU, GPU, device model), battery status, network configuration, operating system...
