The second channel has been uploading multiple times per day for over a year, there's definitely more to it than just slipping through the checks. I've found 5+ other channels posting similar content too

Static Rotating would likely be too expensive for uploading lots of videos and I'm concerned it might rotate in the middle of a session and look suspicious
