For me reels are still getting the most reach, specificaly short and engaging videos. Carousels, sometime also perform well for educational content while Stories are better for keeping your existing audieence engaged.
If you are looking in Chinese market yes it is still effective but for businesses outside China, it basically is not worth the effort unless your audience or products are specifically targetiing at Chinese users.
