No flags at all, even less bans because of positive comments and activity. Facebook doesn't care unless someone reports. And you have more chances to be reported when you have "scam!" comments under your ad or no comments.
Initially you do fake comments and other REAL people start commenting too. So you will get the organic views at the end. Plus trendsetting works for FB targeting.

With generated content the main problem that Facebook in most cases deletes your post/ad with reason "Spam". As well as your fanpage lifetime also not too long.
