Its always effective, it depends on how you use them. We still have clients use tiered link building for their websites and it works Earlier they used some web 2s for T3 links, but nowadays they no longer works or index in google, so you just need re strategies based on that

Relevance and quality matters these days. Most of the link farms sites are less considered in google index these days. Always review the sites before you add any backlinks in it. - Quality site - Relevance - Index rate (most important these days) - Do follow links

Its about the technique you will be using to work. The methods you used before won't work any more, things has changed a lot but yeah it still works with current SEO trends
