We use to work with 7Search and they have very strong filters. I think you should re-check thouse offers that you run and expand your budget. 100+ clicks is like nothing for certain niche. Best of luck on your next offer ;)

You could try this one network: Tweakbar. We are working with them on display ad. Not sure if they are going to reach $2 for Tier 3 Geos. But still...Good network.
