As an mobile app developer you can easily detect provider of the internet the client is using. Unless it’s true residential IP address from local ISP you will get flagged especially with fresh account.
Switch SIM card if you’re using Android and connect through WiFi with residential Germany IP. That’s it. If you’re using iOS SIM card switching is useless. Ohh and don’t forget about phone timezone and disabling location permissions.

Buy local SIM cards from your country. Then create google accounts, you can create many of them with just one sim. Then register on TikTok using google account. TikTok app can’t see your google phone number due to privacy.
If you use proxy/vpn when creating new account you will be flagged. This flag have impact on time what you need to spend on TikTok before they decide to start showing your videos to audience.
