If you have WordPress, you can have your search queries displayed using a plugin on the sidebar and since you can customize titles, your results pages will index. But you could also have dynamic urls depending on the queries entered.

Its a hassle though not a bad idea to have a PBN behave just like a real domain with its own WMT account.

If you are looking for keywords that would hardy require backlinks then volume above 100 and below 500 should be good with low competition. If you have the budget for linkbuilding then efforts would rather be directed at keywords with good search volumes, 1000+ as a minimum with competition...
