If you really think your keyword could hit top 3 and your money site start making money then go for it, With the money earned you could build your private small PBN.

You should never build links directly to your money site with SEnuke, Use it in your tier 2/3.

I have my own small network of 20 domains, What i do is i use my Exact Match keywords in those high DA/PA domains and then i build links on other platforms like Article Dir, Forums, Blog comments to diversify the Anchor ration!

I think it's useless cause the URL of the file is what Google bot index not what's inside the PDF!
