I think this is a problem in google algorithms after the last updates, i have the same issue since 7 dec, i stopped all the ads units, i make it auto ads, but the problem is still there, you have to contact them to delete this error from your account...

This solution of auto ads not working for me! this is a random error, the same traffic from social network and i get paid all the time with no problem, This is a new algorithms update but it failed, it can't recognize the bad traffic from the right, can't recognize the bad click from the good...

Still not resolved for me, since 7 dec, i see that will take longer than what i expected!

No update, limit and msg still there, my friend get the problem solved but it back again to his account after some days, there is something not right with google ai, no logic! just punishing publisher without any reason!

every publisher will get this message sooner or later, this is a random punish like fb ai do to advertiser, i see that companies want to develop their algorithms but they don't have enough knowledge to do that lol!

Those people are not professional in their business, i contact this person and others for usa adsense pin verified account, all of them keep ignoring my msg, maybe they can't provide this service anymore, google make the process more harder than before!!
