Build web2.0s, guest posts and article directory links as tier 1s. You could also add some PBN sites and any other platforms considered authoritative. Tier 2s and above could be GSA and similar automated tools.

Finding very difficult to get good quality domains from the site suggested but the method and ideas shared are great.

Google continues to fight linkbuilding often by de-indexing sites that you can get them from, which just means they are fighting things that actually work. They are experimenting different techniques but they dont really work most of the time.

I think nothing is conclusive yet, and not particularly about the time delay. But looks like something is delaying for around a month or so for sites to get further than page 1, but it could be anything and not necessarily something common to all sites.
