I think that you are talking about widgets not plugins. Here's a guide for widgets, but you have to do some coding: http://boedesign.com/2009/08/15/auto-activate-widgets-in-wordpress-mu/ If you are talking about plugins, just drop them in the mu-plugins folder. that's all you have to do.
