Does software like RankerX are capable of creating quality web 2.0 like we create manually ? ?

I was in fiverr lately for purchasing few web 2.0 gigg. i got flattered wondering few 100 & 150 web 2.0 for 5$, well surely they'd be using a software for sure. I wonder of you guys can suggest me any such tool for creating and managing such web 2.0.

How about considering 50%-50% of both algorithm instead of just relying on the single one ? Could it be more accurate that way ?
