I use it as a general guideline. but don't put much stock in it. TF/CF & PA/DA sometimes reflect the relative juice or ranking power from a site, but not always. I've had some sites that show very low metric values but pack a lot of power in ranking my money sites. The only way to really know...
I wouldn't put too much stock in PA I've seen high PA sites/pages that are de-indexed in google, and have had many sites with 0 that give good juice. The only way to know is to test and see if they help you rank
