This is great advice. Some of my best converting pages target specific product searches that get 1000 or less searches a month. It's generally something like "Blue Widget reviews". They already know the product and may very well buy it or another similar product featured on the site.

I've had sites that start to rank well just from on-page factors but they need some good off-page link building to get to the top. I would build links to any page that you want to stick around on the first page.

Build as many good white hat links as you can. This won't hurt your site. Avoid overusing forum profiles and blog comments as they can get a site deindexed if you go overboard. If you aren't sure and a link package or service seems spammy use caution because it could have negative consequences.
