I think it all depends on what you are advertising, if it is a higher ticket item then spending more on the ad might be worth it. But if it is a cheaper product then maybe 2-4% is good. I think the average engagement for Instagram accounts is like 4.3%. Also you can always bargain with them.
This is a very good point. Narrow down a list of users that you want to work with, then follow them for a bit to see what their actual engagement is like to avoid getting burned from an account that has fake likes and followers.
A good engagement rate for an influencer would be around 10%.
