The address trick works. I have done it before, but that was more than a year back. I heard they started catching it in US. They can detect it. but rest of the world, i think you can still do it.

Take care with the withdrawal. If you have created the account with your own name/address, you shouldn't be worried. But just to avoid problems, withdraw abt $5 or so. paypal would get suspicious if you withdraw large amounts without any prior history of similar activity.

if you go to libertyreserve website, you'll find a list of exchanger. You can never be sure abt them, but the top rated ones are as safe as they get.

There are no direct ways to exchange e-currencies. You need an exchanger. I think LR is the safest place to keep them and trade in. But the exchanger's charge pretty heavy to move paypal to LR. And those who dont are mostly scammers.

The risk basically depends on how you setup your account. Remember, they can lock you even if the person you transact with is bad. So if you gave them good address and bank account while setting up paypal, they will ask you for proof on those when they lock you. If you can provide that, I think...
