Can this tool be used to parse an XML RSS feed? And does it have any sequential capabilities, where it could go down a list? Maybe the questions I have are best served by contacting the devs, lol.

Not usually. Craigslist has filters set up to prevent that. When you send the emails, it'll go through the cl system before being forwarded to the recipient. The CL system will flag that many emails being sent from the same address (at once) as spam and will be rejected.
