I'm buying traffic from facebook ads and see it is better than Tabobla and Outbrain. I have tried popup ads from the low quality websites (adult, betting, livestream, manga websites). The cost for this kind of traffic is very cheap. But seems Adsense pays less for the conversions from these websites
