It's really unusual. Try with clickmeter it's a shortner and a tracker. I never had problem with their links on Insta. It's free for the first 1000 events, then you can easily create another account with a different email if you don't want to buy their plan :-)

For sure you could find a deal for that price, but you definitely can't buy a 30k quality account. If you want a high engagement page with 30k you should invest 300$-400$+ at least.
