There are many options like TrafficShield.io, JCI, and TrafficGuardian. I have been using TrafficShield for the last 5 months, and it has been working well for me so far, especially their new version.
Keeping a simple note of each schedule change can be really useful. Later, you can compare the results and see which time changes actually helped the campaign.
I first check if the campaign is reaching the right people. Getting good clicks is not enough if those visitors are not actually interested in the offer.
First of all check the exact rejection reason and compare both accounts properly. Sometimes the ad is the same, but the page, domain, or account setup can be different and cause a rejection.
In my opinion do not restart everything immediately. first check if the same people are seeing your ads too much, which audience is performing better, and if any placement is wasting budget. Then make small changes.
Improve the site content and user engagement first, then test different ad placements. Start with normal display or native ads instead of adding too many ad formats.
Check the ad copy too, not just the keyword. Google may allow some trademark keywords, but using the brand in a misleading way can still cause problems or get the ad restricted.
