You could get some for free, but if you want more than you have to pay for it.

Get a pr2 domain and 301 redirect it to this one. Or, build many pr3+ links.

Start off with a couple of keywords then rank more as thinking about ranking for 100 keywords at a time could pretty much let you down.

That budget, even on a per site basis is too low to pay for any manual work, including outreach if they are to see significant results. You should identify some of the best linking methods, get their average costs, including that of getting content written, then you could do your calculations.

What makes you think you need more tools and not more experience is using your existing tools?
