I think you got it backwards - the juice from indexed tiers 2 and down the line will help with the money site. I prefer to leave it alone after the initial ping, it's more natural that way. If you want to be more aggressive - just choose several indexing sites or use the optional gsa indexer...

I guess it depends how you run your campaigns - if you want to send backlinks to your money sites or high quality tier one - you'd rather not check the second box as you would get a lot of irrelevant keywords. It's just an option and it's up to you how to use it.

Both: TweetAdder and TweetAnaire don't allow importing accounts, so if you have 1,000's - forget it! I have about 1,400 cold accounts waiting for better times :D

Hmm, I know I've had that problem on my old vps, but not on the new one, so it could be something in the vps setup as well. I've never had that problem running gsa on my own computer with win7...
