You can do the shoutout way. Instagram isn't going to ban or suspend your account for that

I see guys like @fxvontae and his group of guys doing shoutouts for $10. He has 111k followers and gains at least 1k everyday. And his photos get 5k likes in a day with 500 or so comments. Their followers are very very active

U can use a separate service called holr. It's 5 days free trial I believe but the service is glitched so even after 5 days it keeps running. It's been running for the past 2 months for me
