while it is a fact that tbh GSC nd SEMrush don't display all the backlinks, it would be worthwhile to verify if they are really indexed nd the links are live. however, even though they may be indexed, that does not automatically translate into google assigning value to that link.

to begin with, I go to the GSC nd look for any existing webpage within the range of 8 to 20 before creating any new webpage. there are instances where tweaking and using some internal linking can be better than creating a blog post.
