No, you don't need your website to be fully complete before you can sign up. All that is required is that, once you make your first sale, you have a completed / setup page. They only will review once you receive your first sale, not before.

In reality, all that matters in weight loss is calories in vs calories burned. You can eat McDonald's every day and still lose weight by burning more calories than you eat. Energy has to come from somewhere, and if you are not getting it from food, then its coming from your body (weight loss).
