So far I know it can, I installed everything like a custom theme, plugins, scripts. Just normal webhosting with access to all files.

It might be, but I'm pretty sure it's the same as normal shared hosting. That plan also shows managed WP options. It most likely is just that they made the page for a better conversion and advertising. I'm using the Premium Shared Hosting plan myself. It's quite stable.

Been hosting at Hostinger myself, so far no issues. Also their hosting is pretty decent.
