Read about dropped domains losing their power in SEO. If a domain is onhold and pending deletion, does it mean that from Google eyes it has been dropped before?

@MisterF thanks buddy. Is there a tool that helps to identify good domains from auctions? Tried giving auction domains a go but I have to manually search through each domain for their TF/CF/RD and it's really takes up much time.
