I have no idea why you have low PA, except for the fact that PA has little/nothing to do with subscribers. Everyone has at least a 1/100, so a 2/100 is basically the same as 1/100.

I have a couple of channels with PA 47 with less than 10 subscribers each, so that is a false assumption! I have some specific links to put in the description, but the title will vary according to the subject of the unlisted video posted.
