May I ask what kind of products were you promoting or how did you target? Was it just a General Ad?

It all depends on the communities that you're targeting. Just make sure the product or service you're promoting is niche targeted. As it's going to be useless if you're just using ads for general audience.

Try to check with google support or ask them what's wrong since it was mentioned that the error is suspicious payments. It's same to tell that your billing profile or the card being used is either linked to a previous google account you had with unpaid balance or issues.

Since you mentioned you're running nutra offers. Have you checked your cloaking setup?

It's not that simple. They would ask you to verify. Even if you have verified the account. They can still suspend your account if they found that your billing profile or card details were used in another account or profile.
