Spam history is the most important factor. If a domain is clean, it will help you more or less, depends on backlink profile. But if it's dirty(used in the past for other purposes, pbn's etc) it will not help you to rank at all, more often you'll experience ranking decrease when you put a link...

I suggest to change your writer, maybe the quality of your articles is poor and that's why you have these problems. Even with just a few backlinks if your articles are good, you will rank for many keywords.

To answer to your question I must know where do you move your money out of your paypal account. If you withdraw money from Paypal to your UK bank account/card you won't be able to get around not paying tax.

That's exactly what happens when you try to push too hard for a keyword ! Rest of them are not penalized because you haven't tried too hard for them, but apparently for moneykeyword you went too far.
