You can't have 2 Ad accounts promoting the same URL on the same keywords. That falls under the "Unfair Advantage" policy and will get your accounts suspended. You can have different domains on each account and use a cloaker to promote the same offer.

you can run them using BH methods but it's not an easy road to journey on
