Here is what I gathered. 1) Buy hacked computer/remove desktops and fill your own survey (don't get why you need virtual computer and not proxies which are cheap compared to RDP) 2) Pay for traffic at bing knowing it won't really convert. 3) Get 5% real signups. 4) Hope the network don't ban you.

Scans 24/7 using seed proxy and using google to find more. After it finds it collects and store all in textfile and scans it to verify it works and some software can email them to users. So you get new list hourly etc.
