Have you tried AppBrain promotion? I noticed that they offer lower CPI for some countries compared to Google Ads. Never tried it myself though, because it needs at least $25 per day. Currently I'm sticking to Google Ads.

The app installs via Adwords doesn't allow many options like keywords, demography, etc. So the keyword install campaign should be Adword but create the keyword campaign like normal campaign not the App install campaign right. Sorry, I just wanted to be clear on this.
