I dont think it should... I think that they take the actual videos views meaning the number of views u have when you click on the video... I can be wrong just saying. :)

I am pretty sure that Apple charges that fee a year to make sure that people dont just upload random apps. It is supposed to make sure that people only upload quality apps because no one wants to pay money to have a crappy app on the app store since no one would play it... Apple doesnt really...
