I know there's spammers for vBulletin and phpBB separately, but I was wondering if there was one application that can mass PM both platforms?

Don't purchase methods. The books available to download here and the threads about SEO are more than enough. Every product will make that same claim as you just posted, regardless of how good or bad it is.
