Create a long video, then separate it into parts for shorts. Upload the long video first, then upload shorts daily then put the link into the long video in the related video feature everytime you upload shorts.

buy cheap phones and use mobile data for IP's. If you have your channels monetized (or maybe some of them), this shouldn't be a problem. If this still a problem, then it will be better for you to build a channel or two to get a cash flow first.
