It seems like common sense to me, if they are only allowing you to promote to people in your region, then you should fool them into thinking you are in a different region, so when you login and boost ads, you will get the region's traffic that you desire.

I have no experience with this, but using a residential proxy in the us, along with a us sim, should solve your problem.
