Update I created an acc using static proxy "SINGAPORE" with new which is based on India and after day 1 my acc got suspended , I didnt even run any ads just created a facebook page

Thank you everyone for the response, for now I have purchased a static proxy and am gonna create a new account and I am gonna stick to WH Ads for now maybe BH LATER when I understand how things work
