Are the VAs flexible? Can I train them? Can I really get a Chat support VA for $350 - 20%? How flexible is this kind of VA? Can I train them on specific tasks or are they just chat support machines?

Did you even read the page that your linked? They quickly suggest your shouldn't use their shared hosting and that you should upgrade.

How come you were running video streaming off of a shared hosting account? I've never seen any that allow that for tube sites.
