The difference in price is basically depending on the quality of the article and the sites where the article will be released. If its a sort of high authority sites then $200 will be worth it.

You have to choose a service in the marketplace that emphasize on local citations and offers a good content creation. Once you found a potential service, you can read the reviews on their sales thread otherwise you can create another thread and ask our fellow members for a review on that...

Doing tier 2 and tier 3 manually is way too hard. Make use of popular like GSA. In tier 2 and 3 it is more of quantity not much of the quality.
