I've sold items through gumtree and there are holds on the payments for 21 days?

Hi all, First post from me. Just wondering if you can provide a PayPal account (or info on how to acquire one) that does not need to wait 21 days before using funds when selling goods? How much does the account cost? Thanks Coricus
