You could try promoting an app to them if they majority comes from a certain mobile type. Such as iPhone. If its a mixed audience, then try other mobile ad networks or simply work on the position of the ads. You'd be surprised how much of a difference position makes

I believe Xtend and CPX would allow it as long as you have volume.

There's no doubt many members are making money. At the same time lots of members aren't simply because they don't take action. Content locking is a good way to start in my opinion.
