Try using different IPs, clearing cookies and search history after each registration, as well as switching browsers. Adclarity has a geosurf tool, which can be added to firefox, allowing you to do this. Hope i helped.

How did you deal with the mobile verification problem when opening multiple google + accounts? I tried changing ip, clearing cooking and search history, they still seem to locate me... And one more question - do you know about a tool which can manage all google + personal profiles (not pages!)...
