Had a similar issue, try contacting Google Ads support directly and ask them to reopen the verification option, sometimes they can reset it from their side
I'd start with Google Search, keep it super simple with one campaign and small daily budget, and if its not getting good conversions after enough clicks, just stop and test somthing else.
