For that I'd say rates are most likely reflected from the country of sub payment. So if you change to UK, the rate is still DE since you paid to German store for Spotify. If the sub expires you might be able to switch to UK and then pay with UK based payment.

Premium accounts pay for the original country that they were created in. So your example German account will always pay Germany royalties. (Also PLEASE don't listen to anyone that says free accounts pay the same as prems, last guy who did this was trying to sell stuff via private messaging haha)
