Your Alexa ranking isn't really all that important. For low traffic sites it is easy for people to manipulate the ranking when they are trying to sell a site by buying a bunch of worthless hits.
I also am having low success rates. If I setup a new email address and create accounts it will work ok for the first time. But then a day or so later the success rate goes way down.
If your onpage optimization is complete then what you might want to do is write some unique articles and submit different versions to 20 to 30 web 2.0 and wiki sites, then blast those articles with scrapebox.
I would think the number of total PR9 sites out there wouldn't be very high could it? So the chances for this domain to actually have that high of a pr is almost nil.
The first language I ever learned was C, so that made it easier for when I needed to learn Perl and PHP since their syntax is so similar. If you're wanting to get into web development PHP would be easier than ASP for a complete beginner. But like others have said, you need to know HTML beforehand.
There is a program called PdfToText that can make a text file out of pdfs. But you will need to do a little script writing to format it the exact way you want it.
I'd have to agree with posh and say that the link from the relevant site is worth a little more to Google than the unrelated site link. And the possibility of getting some targeted traffic from the site is nice too.
If you're not looking to make a ton from them, why don't you just put up a few relevant articles on the site an put Adsense on all the pages? That would be a simple way to get at least $25 a year. Hard to know for sure though without knowing the niche.
If they are going to delete your account for blasting it with backlinks then it doesn't really matter how long you wait. So if you might as well start blasting them right away to get the Web 2.0's indexed and helping your money site faster.
I think social bookmarking has more of an effect on rankings for very low competition keywords. On these types of keywords you can see a pretty decent movement from bookmarking alone.
